EXECUTIVE FORWARD PLAN

 

What is the Executive Forward Plan?

 

The Executive Forward Plan is a list of all non-key and key decisions the Authority intends to take during the next four month period.  The Plan is updated weekly, every Monday and is available to view on-line at www.york.gov.uk

 

What is a non-key decision?

 

For the purposes of the Plan, a non-key decision is defined as a ‘decision of normal importance’ which:

 

·                 the Executive can collectively take as set out in Part 3 of the council’s constitution

 

·                 which any Executive Member can take individually in line with the Council’s Scheme of Delegation

 

What is a key decision?

 

A key decision is defined as a decision which is likely:

 

·                 to result in the Council incurring expenditure, or making savings, which are significant having regard to the Council’s budget for the service or function to which the decision relates i.e.:

 

           make a saving of more than 10% of the budget for a particular area  - or be more than £500,000

           require spending that is more than 10% of the budget for a particular area - or be more than £500,00

 

·                 to be significant in terms of its effects on communities

 

Such ‘key decisions’ can only be taken by the Executive, unless they have been specifically delegated to an Executive Member or Officer, or unless the Leader or Chief Executive is exercising their urgency powers.

 

 

 

What information does the Forward Plan contain?

 

In relation to each issue entered on the Forward Plan, there are details of:

·        the date on which or time period within which the decision will be taken;

·        the wards affected;

·        how to make representations on the issue in hand; and

·        what the consultation will be taking place, where applicable.

Free Discretionary Transport to Tadcaster Grammar School

Description:

 

Purpose of Report: The Executive Member for Children and Young People is asked to approve the process to commence consultation for phased removal of free discretionary transport to Tadcaster Grammar School to achieve previously agreed savings. This concerns legacy provision of free transport to a non-York school and does not affect special educational needs and disabilities (SEND) eligibility or pupils currently in receipt of the service. This ensures the Elected Member is sighted on the process being used and that it is consistent with the removal of other areas of free discretionary transport carried out previously.

 

The Council aims to give the same 28 days’ clear notice of non-key decisions as it does for key decisions, but in exceptional circumstances this may not be possible. It has not been possible to give 28 clear days’ notice of the intention to make this decision due to a slight delay in clearing internal governance.

 

This item has been withdrawn at this time as the Monitoring Officer advises that the consultation period would need to be curtailed for the election period.

Following the approval of the 10 year strategies for Climate Change, Health and Economy, the emerging Local Plan is also making clear spatial distribution of transport demands for the next 15 years. The Transport Strategy will help deliver the Local Plan and 10 year strategies, including the carbon emissions reduction target from Transport as set out in the Climate Change Strategy.

 

This report will seek to commence a consultation on the high level principles and priorities for York that will underpin the Transport Strategy covering York.  This will be required regardless of a devolution, as it will shape both the city councils policies and in context of the current proposed creation of Mayoral Combined Authority will help shape their priorities as they take on the role of the strategic Transport authority for the York and North Yorkshire region.

 

Following consultation and pending guidance from Department for Transport further reports will be brought to Executive to adopt the draft Strategy which will then feed into a new Local Transport Plan which is anticipated to be required by the Department for Transport in 2024.

The 10 Year Strategies were developed over a period of 18 months by speaking to residents, businesses, community groups and partners.

The Local Plan was submitted to the Planning Inspector in 2018 and has been subject to significantly public consultation and 11 weeks of public Inquiry.

The Our Big Conversation attitudinal survey helped us understand what’s important for the people who live, work and study in our city.

Over 2,000 participants, including residents and businesses, took part to tell us about different aspects of living in the city, which helped inform our 10 Year Strategies.

A cross party working group have helped advise officers on the development of the documents and the high level principles.

The next step is to consult stakeholders and residents to build on these previous consultations and consult on the themes and priorities once approved by Executive.
